In 1960 and 1961Marshal Montgomery visited China on two occasions. He did not have any official mission but during each visit he had secret guidance and help from the Foreign Office. The British government regarded the visits as a strategic opportunity to observe China while the Chinese government attempted to make use of his visits in terms of international propaganda in hopes of differentiating between Britain and America and publicizing China s domestic and international policies. Despite their being a public-relations stage Montgomerys two visits were privaterepresentative of civilian diplomacy with Chinese characteristics. Although Sino-British relations did not improve after Montgomerys tripstheir importance nonetheless cannot be underestimated.
