Adhere to Dialogue and Consultation and Promote the Building of a Community with a Shared Future for Mankind

Abstract:

  Source: The idea of building a community with a shared future for mankind is an important part of Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, and a critical principle and direction of the Party Central Committee with Comrade Xi Jinping at its core planning and practicing the major country diplomacy with Chinese characteristics, its practice and idea is a great contribution to the whole world and mankind by the Communist Party of China leading the whole Party and people of all nationalities of the whole country.

  How to build a community with a shared future for mankind? General Secretary Xi Jinping stated the “five commitments” in his speech at the UN headquarters in Geneva in January 2017, and the first one was “staying committed to building a world of lasting peace through dialogue and consultation”. General Secretary Xi Jinping emphasized that we should improve mechanisms and means to better resolve disputes and contradictions and eliminate wars and conflicts. In fact, General Secretary Xi Jinping clearly stated in his speech at the general debate of the 70th United Nations General Assembly in September 2015 that “consultation is an important form of democracy and should also become an important method of modern international governance”. General Secretary Xi Jinping also emphasized in the report at the 19th National Congress of the CPC that, “China follows the principle of achieving shared growth through discussion and collaboration in engaging in global governance.” Addressing the 18th Meeting of the Council of Heads of Member States of the Shanghai Cooperation Organization on June 10 this year, General Secretary Xi Jinping once again stressed that “we should adhere to the principle of achieving shared growth through discussion and collaboration in engaging in global governance.” Only by discussion can we achieve better collaboration, and then more sustainable shared growth. It has also become increasingly common for the international community to realize that, although it is unrealistic to solve problems entirely through consultation, priority to consultation and full consultation is already the prevailing trend of exchanges among states and in the governance of international affairs.

  To uphold dialogue and consultation in building a community with a shared future for mankind requires all countries and regions to uphold the correct view of justice and interests. Without a correct view of justice and interests, it is impossible to have an appropriate attitude and behavior in international consultation and governance. In the practice of international governance, the practice of deliberative democracy depends on how the relevant countries and regions view the earth for our coexistence and the relationship of their own interests with those of other countries or regions. General Secretary Xi Jinping has repeatedly stressed the importance of upholding the correct view of justice and interests. Only by combination of justice and interests and achieving balance of justice and interest can we get both. With a correct view of justice and interests, big countries should give more support to underdeveloped countries and regions in terms of security and development. For example, in terms of national or regional security, should countries or regions concerned consider only their own, temporary, and some aspects of security based on unilateral actions, or consider the security of a community, which is stable and sustainable, comprehensive and based on cooperation? Also, on national or regional economic interests, should countries or regions concerned have the idea of winner-take-all, or the idea of win-win cooperation for all related countries or regions, and so on. In our global village, we should build together a “grand stage for common development, instead of an arena for wrestling” through consultation and cooperation, and in the international community, it is not allowed to only “sweep the snow in front of the own door, never mind the frost on the tiles of others”. Only by upholding the correct view of justice and interests can we do a good job and win the people's hearts, which is an important basis for China's diplomacy, as a just cause enjoys abundant support.

  A correct basic attitude is required in upholding dialogue and consultation in building a community with a shared future for mankind. What basic attitudes matter most? General Secretary Xi Jinping once stressed “mutual respect, equality and mutual benefit” in his signed article published in the Australian media. Through a review of General Secretary Xi Jinping's series of important speeches, we can see that respect and equality are the two most emphasized points. On respect, he once stressed that “no matter how the international landscape changes, we should always adhere to equality, democracy and inclusiveness, respect the right of countries to independently choose social systems and development paths, and respect the diversity of civilizations”. The statement on respect as a basic attitude also includes respect for the reality of all countries, respect for international diversity, respect for each other's legitimate and reasonable appeals for interests, respect for each other's self-determination, respect for mutual determination and respect for all parties concerned. As for equality, General Secretary Xi Jinping pointed out in his speech at the opening ceremony of the Eighth Ministerial Conference of China-Arab Cooperation Forum on July 10 that, “we should respect each country's differences in national conditions and independent choice, treat each other as equal, and seek common ground while reserving differences”. This kind of equality between different countries or regions has nothing to do with their size, strength or power, and of course their wealth, and it is equality of the national dignity, rights and opportunities in participating in international governance. In addition, besides respect and equality, the basic attitude also includes honest treatment to each other, political mutual trust and inclusiveness.

  A global vision and strategic insight is also required in upholding dialogue and consultation in building a community with a shared future for mankind. In the international society, we must perform well ourselves. At the same time, we must also consider other countries and regions and have a global vision. With this global vision, we should consider not only our own, but also other countries; this global vision is also reflected in the transcendence of the inter-state cooperation organization in which one is a member, rather than the degeneration to the alliance to form international gangs. General Secretary Xi Jinping pointed out in his speech at the BRICS Business Forum that, “As the world economy undergoes profound adjustments and changes, only opening up can enable different countries to benefit from each other, achieve common prosperity and sustainable development.” Only with a global vision can we truly think from another perspective and carry out effective consultation and dialogue with other countries or regions in international governance. While having a global vision, we also need to have a strategic insight, so that we can have a long-term view while see broadly. What is emphasized by the basic practical principle of strategic insight is that all parties concerned should think strategically, see long-term interests, common trends and make plans for each other's overall interests, instead of disrupting the strategic “big plan” only because of the current or short-term “minor matters”. Only when countries or regions concerned think and plan from a strategic perspective can we overcome realistic difficulties one after another in the process of building a community with a shared future for mankind.

  Firm confidence is also required in upholding dialogue and consultation in building a community with a shared future for mankind. The practice of deliberative democracy in the process of building a community with a shared future for mankind cannot be smooth sailing. It will inevitably encounter various challenges, both subjective and objective, therefore we must have firm confidence. Firm confidence means that each country or region accepts and recognizes the commitment to dialogue and consultation in building a community with a shared future for mankind. Such acceptance and recognition not only shows the approval of its positive utility, but also the expectation and affirmation of its establishment and sound vision. Without such acceptance and recognition, dialogue and consultation in building a community with a shared future for mankind will inevitably face more twists and turns and meet more challenges. Therefore, relevant countries and regions should strengthen confidence and properly deal with all kinds of subjective and objective problems that may be faced at present and in the future. As General Secretary Xi Jinping put it, “so long as we have sincere wishes, hold sufficient goodness and demonstrate political wisdom, there is no big conflict that cannot be resolved, and no thick ice that cannot be broken”. On the basis of this firm confidence, China’s tremendous, sustained and effective efforts in promoting dialogue and consultation and building a community with a shared future for mankind have won daily increasing international praise and acclaim in the world.
