Promoting "Shanghai Spirit" and Creating a Better Future for the SCO

In this lovely season of June, Chinese President Xi Jinping delivered an important speech at the 18th Meeting of the Council of Heads of Member States of the Shanghai Cooperation Organization (SCO) held at the picturesque city of Qingdao, calling on the member states to build up strength of unity and mutual trust, strengthen the foundation for shared peace and security, build a powerful engine to achieve common development and prosperity, forge close ties through cultural and people-to-people exchanges, and expand partnership networks of international cooperation. Xi is quoted as saying, "We should, guided by the Shanghai Spirit, work closely to build an SCO community with a shared future, move toward a new type of international relations, and build an open, inclusive, clean and beautiful world that enjoys lasting peace, universal security and common prosperity." His important remarks embody his profound thoughts over the human future, echo with the common wish of the international community, and point out a possible option for different countries of the world to rise to global challenges in joint efforts.  

The SCO stands as a comprehensive regional cooperation organization that covers the largest area and population in the world. It enjoys strong vitality and momentum for cooperation. This, in the final analysis, is attributed to the Shanghai Spirit, a creative vision initiated and followed through by the organization that champions mutual trust, mutual benefit, equality, consultation, respect for diversity of civilizations, and pursuit of common development. Mencius, another ancient Chinese philosopher, aptly observed, "When Confucius looks down from the peak of the Dongshan Mountain, the local Kingdom of Lu comes into view; when he looks down from the peak of Mount Tai, the whole land comes into view." Nowadays, only by keeping pace with the underlying trend of both the world and our times, can we push for more progress of human civilization. The reason for which the Shanghai Spirit wins the extensive recognition across the international society lies in that it transcends the outdated concepts such as clash of civilizations, Cold War mindset, and zero-sum mentality, thus opening up a brand new page in the history of international relations. With its ever rising international influence, the SCO has become an important force for promoting global peace and development and upholding international justice and fairness.  

History serves as the best textbook. A close look into the brutal wars and conflicts in the modern history tells us that peace stabilizes the world and fights plunges it into turbulence. At a time when the world is undergoing major developments, transformation and adjustment, hegemony and power politics still persist, various traditional and non-traditional security threats keep emerging, unilateralism, trade protectionism and backlash against globalization are taking new forms, and we keep hearing such rhetoric as the clash of civilizations or the superiority of one civilization over another. The guiding principles conveyed in Xi's speech offers a brand new perspective and a feasible option for the international community to surmount difficulties of the times, defuse risks and meet challenges. Only by staying committed to the Shanghai Spirit and the awareness of building a community with a shared future for humanity, can we realize sustainable development in a real sense.  

Shanghai Spirit is our shared asset. China has been actively practicing it. With respect to peace and security, China will offer to training 2,000 law enforcement officers for all parties in the next three years, as a move to enhance law enforcement capacity building. As to development and prosperity, China will set up an RMB 30 billion equivalent special lending facility within the framework of the SCO Inter-bank Consortium, with a view to creating economic engines. When it comes to cultural and people-to-people exchanges, China will offer 3,000 training opportunities for human resources development to SCO member states to enhance public understanding of and support for the SCO family... As the practice attests, a growing China brings opportunities for the world. Its economic growth not just contributes to the stability of the world economy and stimulates the joint development of many other countries, but also embodies a large country's commitment in undertaking due responsibilities and upholding common governance. Its efforts will be translated into a security landscape and development mode that features fairness, justice, co-construction, and sharing, hence injecting inexhaustible impetus for the construction of a SCO community with a shared future and a community with shared future for humanity.  

Peace is the most beautiful existence on the earth. After 17 years' development, the SCO has created a new model for regional cooperation, and made new contribution to peace and development in the region. The world today faces both opportunities and challenges. Member states of the SCO should stay committed to the Shanghai Spirit, aim high, look far, stay optimistic and practical, and join hands to create an even brighter future for the SCO.
