The Great Project Requires New Accomplishments in the New Era

Abstract:

As indicated by General Secretary Xi Jinping in his report to the 19th National Congress of the Communist Party of China ("the CPC" or "the Party"), "As socialism with Chinese characteristics has entered a new era, our Party must get a new look and make new accomplishments." Standing at a new historic juncture, to make sure Party self-governance is exercised fully and strictly, the Party must catch up with the pace of the new era. Only with new accomplishments, can the great project of Party building take on a new look in the new era.  

1. To make new accomplishments in upholding and strengthening overall Party leadership 

As outlined by the general requirements for Party building in the new era, the utmost important thing is to "uphold and strengthen overall Party leadership." If the great project wants to secure new accomplishments in the new era, it has to uphold and strengthen overall Party leadership.  

A look back to the course of the Chinese revolution, construction and reform reveals that "upholding Party leadership" is never an empty talk and instead it has always been a concrete action. Viewing the struggling trajectory of the Party, you will find that Party leadership was always there. The remarkable achievements socialism with Chinese characteristics has made over the past four decades since the introduction of reform and opening up can be credited to the unswervingly upholding of Party leadership.  

Since the 18th CPC National Congress, the Central Committee of the Party with Comrade Xi Jinping as the core has especially highlighted the significance of upholding Party leadership, proposed a host of extremely important assessments, stressed that "at the core of the efforts to exercise governance over the Party fully stands the intensified Party leadership," and made clear that Party leadership is the defining feature of socialism with Chinese characteristics and the greatest strength of the system of socialism with Chinese characteristics. The assessment of "the defining feature" and "the greatest strength" gave prominence to the value of Party leadership.  

The reason for calling Party leadership as the defining feature of socialism with Chinese characteristics lies in that the Party leadership directly decides and embodies the nature of socialism with Chinese characteristics. If such leadership was undermined, it is impossible for socialism to reveal its nature. Without Party leadership, China can hardly be a socialist country.  

The point in claiming Party leadership as the greatest strength of the system of socialism with Chinese characteristics is that in the practice of turning the aforesaid system into reality, Party leadership can mobilize various resources and unleash the power of the system to the largest extent.  

As socialism with Chinese characteristics has entered a new era, the Party needs to exercise overall leadership over all areas of endeavors in every part of the country. It must strengthen its consciousness of leadership, work harder to develop leadership policies, improve its ability to lead, and institute reform steps over leadership system—all of these should be the focus of efforts to reach new accomplishments through the great project in the new era.  

2. To make new accomplishments in centering the work around the Chinese people 

"The future of a political party or a government is determined by whether it enjoys public support. We must guard against and correct with resolve the practices the people oppose and resent." Proposed at the 19th CPC National Congress, the clear standpoint provides important guidance for China to promote its Party building drive. To make new accomplishments in the new era, the great project must put the focus of its efforts on people.  

The close bond with the people constitutes a defining feature of the Party. "People" comes as the most decisive term in the Marxist discourse system. Since its founding day, the Communist Party of China has placed itself among the people. The proposal of Mao Zedong "to serve the people with the whole heart" was ascended as the fundamental tenet of the Party, which has been upheld and developed in the long-term practice. Countless facts tell us that the close bond with the people has become a decisive way for the Party to secure success through different historical phases.  

All communists have been ideologically aware that they should work in the interests of the people. But it is still very hard for them to adhere to the Party's commitment to serving the public good and exercise the power in the interests of the people in a real sense. This is especially true when the Party is ruling now. The position as the ruling party makes the Party easy to ignore its tenet and awareness, undermine its mass line, and achieve nothing from its practice for seeking benefits for the people. To make new accomplishments through the great project in the new era, the Party needs to figure out the question about where the people should be placed and how to realize the interests of the people.  

Committing to a people-centered approach proves to be an important part of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. As General Secretary Xi Jinping is quoted, "We must pursue the thought on development that people come the first, focus on the most pressing, most immediate issues that concern the people the most. We must keep meeting, maintaining and promoting the fundamental interests of all our people," "we must stick to the correct work direction and take the people at the center," "we must deem the standpoint of the people as our fundamental political stance, put the people's interests above all else, and keep pushing forward the people-benefit cause," and "the people are the skies above us, and the earth below us. If we forget the people, and become distanced from them, we will lose our support, like a river with no headwater or a tree with no roots. We will achieve nothing." All these assessments present the clear-cut standpoints and profound implications.  

The most important task confronting the great project which will make new accomplishments through the people-centered approach in the new era can be summed up into one point—to let the people lead a better life. As socialism with Chinese characteristics has entered a new era, the Party leads the people to achieve a historic transformation—it has stood up, grown rich and become strong, spearheads the people to realize the two centenary goals, and enables the people to have a strong sense of fulfillment, happiness and security. All of these endeavors are vivid reflections of the Party's persistence in centering on the people. The people-centered work approach decides the direction in which the efforts to build the great project will go in the new era, displays the depth to which the Party building can reach, and reveals how satisfied the people feel. As long as the Party keeps itself competent and strong, always remains true to the people's aspiration and works in concert with the people, it can and will navigate the great ship bearing the great dream of the Chinese people to conquer the waves and reach our destination.  

3. To make new accomplishments in upholding the Party's political building as the overarching principle 

"Taking the Party's political building as the overarching principle" is a new requirement for the Party building initiative at the 19th National Congress. The efforts to develop the great project in the new era are expected to deem the Party's political building as an extremely important task.  

Political parties are born, exist and develop due to political reasons. The efforts to advocate and strengthen political building embody the ideological consciousness of a political party. As an advanced Marxist political party, the Party never conceals its political views. The 19th National Congress gave prominence to the Party’s political building. This move is in line with the previous thoughts of the Central Committee of the Party. However, it is anything but pure repetition. In the new era, the Party's political building boasts of profound implications which can inject a creaseless flow of innovative ideas to the construction of the great project.  

As outlined by the report on the 19th National Congress, "the Party must put its political building first," "the Party's political building is of fundamental importance to the Party as it determines the direction and efficiency of Party building," "taking a clear political stand is the fundamental requirement that the Party must meet as a Marxist party," and "the primary task of political party building is to ensure the whole Party obeys the central Committee and upholds its authority and centralized, unified leadership." The "fundamental requirement" exposes the inherent requirement for the construction of the great project in the new era; and the "primary task" makes clear the sense of mission to construct the great project in the new era.  

Taking the Party's political building as the overarching principle of the efforts to construct the great project in the new era is aimed to ensure the Party remains always a powerful leadership core, and build it into the most powerful political party all over the world. To make new accomplishments in its great project in the new era, the Party must allow its political building to play its guiding role, pass on the traditions of revolution, stay true to our founding mission, and never cease to work hard.  

4. Make new accomplishments in fulfilling the historic mission 

From the perspective of the historic mission confronting the Party in the new era, the 19th National Congress expounded how to go on a great struggle, construct a great project, advance a great cause, and realize a great dream. Its interpretation also indicates that the "Four Greats" is inextricably intertwined with the entry into a new era of socialism with Chinese characteristics. To make new accomplishments through the great project in the new era, the Party must assume the new historic mission that incorporates the "Four Greats" on the whole, and deal with an array of important theoretical and practical issues in respect of upholding and developing socialism with Chinese characteristics in the new historic conditions.  

The efforts to promote the construction of the great project in the new era with the historic mission that incorporates the "Four Greats" demand the exercise of full and rigorous governance over the Party through to the end. The great project, as an integral part of the "Four Greats", is closely connected, flows seamlessly into, and reinforces mutually with the great struggle, great cause and great dream. Among them, the great new project of Party building plays the decisive role. Amid the construction of the great project in the new era, the task of exercising rigorous governance over the Party will never get eased but become more intensified; and ensuring Party self-governance is exercised fully and strictly is a journey to which there's no end. To practice strict self-governance over the Party in every respect is an imperative requirement confronting the construction of the great project in the new era.  

The efforts to promote the construction of the great project in the new era with the historic mission that incorporates the "Four Greats" demand the sense of mission to realize the great dream with courage. The realization of the Chinese Dream of national rejuvenation comes as the primary part of the "Four Greats". The great dream proves to be the epitome of all the Party's historic practices in the nearly 100 years and also the source of the motive force that drives all Party members to strive ahead today. The Party's governance should take the realization of the great dream as the most important mission. All steps and measures taken by the Party have to subordinate themselves to and serve the fulfillment of the great dream. In the new era, the Party's endeavors to make new accomplishments in constructing the great project shall contribute to the realization of the great dream.  

The efforts to promote the construction of the great project in the new era with the historic mission that incorporates the "Four Greats" must be carried out through the only path of great struggle. The great struggle runs through the process of constructing the great project, advancing the great cause and realizing the great dream. Its onerous and complex nature makes the struggle great. Any underestimation of the great struggle may hold back the process of building the great project, advancing the great cause and realizing the great dream. As socialism with Chinese characteristics has entered a new era, the contradictions confronting the Chinese society demonstrate the historically new features that are structural, profound, complex, fundamental and overarching. The great struggle is the only path to realize the "Four Greats" mission. It just cannot be avoided or passed by. To promote the construction of the great project in the new era entails the tough persistence in the great struggle.  

The efforts to promote the construction of the great project in the new era with the historic mission that incorporates the "Four Greats" must require the Party securing excellent governance performances from the advancement of the great cause. The cause of the Party and the people shall stay in sync with Party building. Since the 18th National Congress, the Central Committee of the Party with Comrade Xi Jinping as the core has enabled the great cause of socialism with Chinese characteristics to make the achievements that have touched every area and broken new ground, incur the profound and fundamental changes, and realize the tremendous transformation. To embark on a new journey of upholding and developing socialism with Chinese characteristics from a brand new starting point, the Party must take it as the governance goal to secure a decisive victory in finishing the building of a moderately prosperous society in all respects and striving for the great success of socialism with Chinese characteristics for a new era. With the governance performance that stands the test of time and earns the people's approval, it will realize the unity of the construction of the great project and the advancement of the great cause.
