Keep Contributing Chinese Wisdom and Strength to the Reform and Development of Global Governance System

Abstract:

General Secretary Xi Jinping pointed out in the report of the 19th National Congress of the CPC that China follows the principle of achieving shared growth through discussion and collaboration in engaging in global governance, takes an active part in reforming and developing the global governance system, and keeps contributing Chinese wisdom and strength to global governance. This is an important manifestation of the Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era ("Xi Jinping Thought") in the field of foreign work, an important connotation of the theory of major country diplomacy with Chinese characteristics, and an important contribution made by China to the cause of world peace and development in the new era. 

I. Promoting the reform of the global governance system is a requirement of the era 

According to the report of the 19th National Congress of the CPC, "The world is undergoing major developments, transformation, and adjustment, but peace and development remain the call of our day." As the trends of global multi-polarity, economic globalization, IT application, and cultural diversity are surging forward and countries are becoming increasingly interconnected and interdependent, promoting the reform of the global governance system is the general trend and also the only way to build a community with a shared future for mankind and create a better world. 

1. Growth and decline of relative international forces speeds up the reform of the global governance system. Since the onset of the international financial crisis in 2008, emerging market countries and a large number of developing countries have witnessed rapid growth with increasing international influence, bringing about the most revolutionary changes in relative international forces since modern times. At present, emerging market countries and developing countries occupy a higher economic share in the global economic aggregate than developed economies, contributing up to 80% to the global economic growth. Western countries are facing political, economic and social crises, with a rising inward-looking tendency. Enhancing the representation and say of emerging market countries and developing countries to make the global governance system better reflect the new pattern of relative international economic forces is a necessary requirement for building a more just and rational new international political and economic order. 

2. Strengthening global governance is the main way to deal with global challenges. The current global governance system was mainly established after the end of the World War II, and it can neither keep up with the development of the times nor adapt to the real needs in an increasing number of aspects. As the governance deficits in many aspects cannot be cast off overnight, the voice of the international community in reforming the global governance system is on the rise. On the one hand, the world is facing a raft of traditional and non-traditional security threats, and various global challenges are emerging; on the other hand, the interests of all countries in the world are highly integrated and interdependent, and they have become a community with a shared future. According to the report of the 19th National Congress of the CPC, "No country can deal with the challenges facing humankind alone, and no country can return to an isolated island." Only through cooperation in strengthening global governance can all countries jointly cope with the challenges and work together in a coordinated manner. 

3. To take an active part in the reform and development of the global governance system is the key task of China as a responsible big power. It is an era that sees a constant increase in China's comprehensive national strength; an unprecedented enhancement in China's international status; a further rise in China's international influence, ability to inspire, and power to shape; and China moving closer to center stage of the world. The relationship between China and the rest of the world has entered a new phase and the internal and international imperatives have become more closely linked. Changes in the global governance system and the international order are speeding up at an important historical turning point, posing an increasingly profound influence on the development of our country. To participate in and promote the reform of the global governance system is an inevitable requirement for the sustainable economic development of our economy and is also an earnest anticipation of the international community towards China. General Secretary Xi Jinping pointed out as the leader of a big power with great responsibility, "The world is so big and full of problems. The international community expects to hear the voice of China and see the Chinese approach. China cannot be absent." China will continue its efforts to safeguard world peace, contribute to global development, and uphold international order, with regard to major issues concerning the future and destiny of mankind, such as the reform of the global governance system. 

II. The principle of achieving shared growth through discussion and collaboration should become the core concept of the reform and development of the global governance system 

The concept leads the action, while the direction decides the path. Promoting the reform and development of the global governance system should be guided by an advanced concept. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping as the core has thought in depth about the fundamental problem "what happened to the world and what we should do," using the methodology of dialectical materialism and historical materialism and from multiple angles of history and reality, theory and practice, and domestic and international dimensions, and strived to explore and perfect the concept and program of global governance. The Central Politburo organized collective study twice on the issue of global governance. President Xi Jinping repeatedly explained China's concept and proposition of global governance on important multilateral occasions such as the United Nations, the Group of Twenty (G20), the Davos World Economic Forum, and the Asia-Pacific Economic Cooperation. The report of the 19th National Congress of the CPC clearly stated "the principle of achieving shared growth through discussion and collaboration in engaging in global governance," indicating that China has a clearer answer to how to promote the reform and development of the global governance system. 

1. Adhering to sovereign equality, fairness and justice. Sovereign equality is the most important criterion in international relations and the first principle that must be followed in global governance. All countries, big or small, strong or weak, rich or poor, are equal members of the international community and all should equally participate in decision-making, enjoy rights and fulfill obligations. Global governance requires the development and cooperation of all countries, and all sovereign states assume the primary responsibility for global governance. We must constantly promote the democratization of international relations, respect the rights of all peoples in different countries to independently choose the path of development, safeguard international fairness and justice, and oppose imposing one's own will on others and interfering in the internal affairs of other countries. 

2. Adhering to discussion, collaboration and win-win cooperation. General Secretary Xi Jinping pointed out, "What kind of international order and global governance system are good to the world and to all peoples in the world should be discussed by the peoples and cannot be decided only by one country or few countries." The reform of the global governance system is everybody's business that requires discussion among all countries, especially developing countries which should have more representation and say in line with their status and influence. It is necessary to reach a consensus through discussion on a program for the reform of the global governance system and jointly formulate international rules so that the global governance system can reflect the wishes and interests of most countries, especially the vast developing countries, in a more balanced way. We must pursue cooperation not confrontation, and win-win result not win-lose situation. We must ensure that the fruits of reform and development benefit all parties, and have the benefits of global governance be shared among different countries, different classes and different groups of people. 

3. Adhering to advancing with the times, reform and innovation. We should proceed from the reality and be targeted at solving current problems, so as to constantly improve the existing global governance system through reform and innovation. The reform cannot be accomplished in a single step and must be pursued in a gradual and orderly manner. Things that can be done and things on which a broad consensus has been reached should be done first to ensure that global governance is more just and efficient and meets the requirements of the times. The United Nations is the most universal, representative and authoritative international organization. We advocate firmly upholding the international order and international system centered on the purpose and principle of the Charter of the United Nations, promoting the reform of governance mechanisms such as the International Monetary Fund and the World Bank, and increasing the representation and say of emerging market countries and developing countries. We support the G20, the Shanghai Cooperation Organization and the BRICS countries in playing an active role. All countries should work together to establish new mechanisms and formulate new rules in emerging areas such as the oceans, polar regions, the Internet, outer space, nuclear safety and climate change, where are expected to become the new fields of win-win cooperation. 

4. Promoting the building of a community with a shared future for mankind. According to the report of the 19th National Congress of the CPC, "Our world is full of both hopes and challenges. We should not give up on our dreams because the reality around us is too complicated; we should not stop pursuing our ideals because they seem out of our reach." Building a better world and pursuing a happier life is the common dream of all peoples and the ultimate goal of global governance. General Secretary Xi Jinping advocated in the report of the 19th National Congress of the CPC, "The people of all countries should work together to build a community with a shared future for mankind, to build an open, inclusive, clean, and beautiful world that enjoys lasting peace, universal security, and common prosperity." In keeping with the trend of history and responding to the requirements of the times, this call unifies the consensus of all nations, points out the direction for improving global governance and building a more just and reasonable international order, and draws a blueprint and opens up broad prospects for realizing common development, sustained prosperity and long-term peace and security for human society. Building a community with a shared future for mankind is a Chinese approach to global governance the Chinese Communists have offered to the world and is also a major contribution made by China to the cause of world peace and development. 

III. China has made important contributions to the reform and development of the global governance system 

Actions speak louder than words. China persists in the unity of knowing and doing and is committed to putting the Chinese approach to global governance into practice. China has taken an active part in the reform and development of the global governance system, taken the initiative to play its role as a responsible major power, and endeavored to contribute Chinese wisdom and strength to global governance. 

1. Contributing innovative and diversified global governance concepts. Since the 18th National Congress of the CPC, the Party Central Committee with Comrade Xi Jinping as the core has been digging deeper into the resonance points between the positive ways of life and governance in the Chinese culture and the present era, and integrated the Xi Jinping Thought with the reform of the global governance system, thereby putting forward a raft of global governance concepts with distinctive Chinese characteristics, such as the path of peaceful development, the concept of win-win cooperation, the new-type major-power relationship, the principle of upholding justice while pursuing shared interests, the concept of development, the concept of cooperation, the concept of security, and the concept of globalization, and so on. In particular, we put forward the Belt and Road Initiative and the concept of building a community with a shared future for mankind, which have aroused widespread international repercussions and have been repeatedly included in relevant UN documents. Rooted in traditional Chinese culture, China's global governance concepts have inherited and developed the diplomatic thinking and philosophy since the founding of New China. They reflect the common value pursuit of humankind and the reality of contemporary international relations, and conform to the basic norms governing international relations as set out in the Charter of the United Nations. They have enriched and developed the theory of international relations, representing a contribution of the Chinese wisdom and approach to the reform and development of the global governance system. 

2. Providing more and more public goods under the brand of China. In the past five years, China successfully hosted the first Belt and Road Forum for International Cooperation, the APEC Economic Leaders' Meeting, the Xiamen BRICS Summit, the Conference on Interaction and Confidence-Building Measures in Asia, and in particular, the G20 Hangzhou Summit which made an array of pioneering, leading and institutional achievements, leaving a profound Chinese mark in the development history of the G20. In 2013, President Xi Jinping creatively proposed the Belt and Road Initiative that opened up a new model of international cooperation and provided a new platform, new idea and new impetus for global governance. The initiative has now won active support and participation by more than 100 countries and international organizations and become the world's largest international cooperation platform and the most popular global public good. We initiated the founding of the Asian Infrastructure Investment Bank and the Silk Road Fund to promote connectivity and economic sustainable development in Asia, and improve the Asian financial cooperation mechanism. We also took the initiative to provide international development assistance, and announced the establishment of the 1-billion-dollar China-UN Peace and Development Trust Fund, the 20-billion-yuan South-South Cooperation Fund on Climate Change in China, and the South-South Cooperation Assistance Fund. China has been playing an increasingly prominent role as a responsible major power. 

3. Establishing a cooperation network of developing countries in the global governance system. We have been clearly aware of the stage characteristics of China's development, adhered to the positioning as a developing country, and upheld justice for developing countries on the issue of the reform of the global governance system, so as to better safeguard the common interests of developing countries. We have initiated a raft of international organizations and cooperation mechanisms that mainly include developing countries. We have achieved the full network coverage of multilateral mechanisms in developing countries. We have endeavored to bolster the weak spots of the South in the global governance system and help the BRICS countries, Shanghai Cooperation Organization and other mechanisms play a bigger role in regional and global governance. Upholding the BRICS spirit of openness, inclusiveness, cooperation and win-win results, we have promoted the establishment of the BRICS New Development Bank and emergency reserve arrangements, expanded cultural exchanges, explored the "BRICS +" cooperation model, and held dialogues between emerging market countries and developing countries. We have also led the building of an all-round, multi-level BRICS cooperation architecture and made it an important platform for emerging market countries and developing countries to participate in global governance. 

4. Taking an active part in coping with global challenges. Faced with the increasing hot issues in the international arena and the emerging global challenges, we have assumed the responsibility as a big power and played a constructive role by proposing the Chinese approach and contributing the Chinese strength. We actively facilitated peace talks and maintained peace and stability in the Korean Peninsula. We guided the six-nation agreement on Iran's nuclear issue, and pushed forward the political settlement process on hot and difficult issues in South Sudan, Syria and Ukraine. China actively participated in international anti-terrorism cooperation and sent warships to escort the waters in the Gulf of Aden and Somalia. We have adhered to the green and low-carbon economy. We announced the post-2020 goal of action tackling climate change, promoted the parties to reach and implement the Paris Agreement on Climate Change, and led the international community to take positive actions to combat climate change. We promoted the formulation of the 2030 Agenda for Sustainable Development and took the lead in issuing the country-based program for implementing the Agenda, as a means to boost the balanced development on a global scale. We actively participated in the formulation of rules in emerging areas such as the Internet, the polar regions, the deep sea and the outer space, launched and hosted the first World Internet Conference, and promoted the establishment of a multilateral, democratic and transparent global Internet governance system. We actively carried out international anti-corruption cooperation and pushed forward the establishment of a new order of international anti-corruption cooperation. 

The era is the mother of thought; practice is the fount of theory. Practice has proved that China's global governance concepts follow the trend of the times, meet the needs of reality, and maintain the interests of all peoples. With strong vitality and attractiveness, China's global governance concepts are shaping the global governance concepts. Under the leadership of the Party Central Committee with Comrade Xi Jinping at the core, China has reached a new historical starting point in development. We are having a great struggle with many new historical characteristics and actively practicing the Xi Jinping Thought, in order to bring about the realization of the national rejuvenation. Looking forward to the future, as China's comprehensive national strength is growing and China is moving closer to the center stage of the world, we will participate more actively in the reform and development of the global governance system, create a better external environment for China's development, and make greater contributions to safeguarding world peace, promoting common development, and creating a beautiful future for mankind.
