Deeply Understand the People-Centered Philosophy of Development

Abstract:

Development is the eternal theme of human society. It is the foundation for the progress of human society, and also the fundamental prerequisite for the continuous advancement of the socialism with Chinese characteristics. It is pointed out in the report at the 19th National Congress of the CPC that we must continue commitment to our people-centered philosophy of development, and work to promote well-rounded human development and common prosperity for everyone. The in-depth understanding and definite practice of people-centered philosophy of development is of important significance in accurately grasping and fully implementing Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, promoting the sustained and healthy development of economy and society in China, and the realization of “two centenary” goals on schedule.  

The people-centered philosophy of development is a creative application of the fundamental principle of adhering to the main body position of the people in the development theory, and a scientific answer to questions about the fundamental purpose, motive force and trend of the economic and social development in the construction of socialism with Chinese characteristics. The people-centered philosophy of development has quite rich connotation. First, development is for the people, which is the answer to the question on the purpose of development. Development for the people means that increasing the benefits to people, improving the standard and quality of life of people and promoting the overall development of people is taken as the starting point and objective, and well realizing, safeguarding and developing the fundamental interest of the overwhelming majority of people is taken as the fundamental purpose of development. Second, development relies on the people, which is the proposition to the question on the motive force of development. Development relying on the people means that the people are taken as the source of power in development, and we will fully respect the principal position of the people, fully respect the wishes expressed, the experience created, the rights owned, and the role played by the people, and fully respect the people's pioneering spirit. We should consciously take people as our teacher, to learn from the abled and seek advices from the wise, and continually absorb wisdom and power from the masses of the people. Third, the development results will be shared by the people, which is the interpretation to the question on the trend of development. The gains of development shared by people means that the gains of development will benefit all people, to gradually achieve common prosperity for everyone.  

The people-centered philosophy of development embodies the profound cognition and conscious application of the law of governance by the Communist Party, the law of socialist construction and the law of the development of human society.  

It is creative use of historical materialism. The historical materialism believes that the people are the true masters of history, the creators of material and mental wealth in the society and the decisive force of social transformation. The people-centered philosophy of development applies the historical materialism to the observation of the development situation of contemporary China, solving the difficult problems in the development of contemporary China, to ponder on the purpose, motive force and trend of development in contemporary China, and has concluded that the development is for the people and relies on the people, and the gains of development are shared by the people.  

It has vividly illustrated the fundamental purpose of the Party. The fundamental purpose of the Party is to serve the people whole-heartedly. This fundamental purpose has determined that the Party is the loyal representative and staunch defender of the fundamental interests of the people, and all the work of the Party must be based on the fundamental interests of the overwhelming majority of people as the highest standard. The people-centered philosophy of development is the inevitable requirement of the fundamental purpose of the Party, and also the profound embodiment of the fundamental purpose of the Party. To adhere to the fundamental purpose of the Party, we must continually make benefits for the broad masses of the people, and see that the gains of development benefit all our people in a fair way.  

It has enriched and developed the theoretical system of socialism with Chinese characteristics. To commit to our people-centered philosophy of development, we must seek and promote development starting from the fundamental interests of the masses of people, continually meet the ever-growing needs of the people for a better life, and endeavor to promote the all-round development of people. The people-centered philosophy of development has offered not only a scientific answer on one aspect to the basic question on what kind of development will be realized and how to achieve development, but also but also a clear answer to the question for whom the development is made, on whom the development should rely and who will share the gains of development, thus enriching and developing the theoretical system of socialism with Chinese characteristics.  

Just as Comrade Xi Jinping said, “the people’s aspirations to live a better life are our goal.” The development is for the people, development relies on the people and the gains of development will be shared by the people, and after all, the people should be allowed to have more sense of gain. To commit to our people-centered philosophy of development, we must carry on the new concept of development, deepen the reform in all aspects, create more material and mental wealth, and provide more high quality ecological products, to continually meet the people's ever-growing need for a better life.
