Achieving Shared Growth Through Discussion and Collaboration: New Idea on China’s Global Economic Governance

Abstract:

Comrade Xi Jinping stressed in the report of the 19th National Congress of the CPC that “We should pursue the Belt and Road Initiative as a priority, and follow the principle of achieving shared growth through discussion and collaboration”; “China follows the principle of achieving shared growth through discussion and collaboration in engaging in global governance” and “will take an active part in reforming and developing the global governance system”. Viewed from the international community, after the Belt and Road Initiative was included in the resolution of the UN General Assembly in November 2016, the 71st Session of the UN General Assembly has adopted a resolution entitled “United Nations in Global Economic Governance” recently. The idea of “achieving shared growth through discussion and collaboration” has been included in the UN resolution for the first time. This indicates that the great power diplomacy with Chinese characteristics has obtained fruitful results again. 

The reform of global governance system cannot be separated from the guidance of ideas. In October 2015, at the 27th Collective Learning Session of the Political Bureau of the 18th CPC Central Committee, Comrade Xi Jinping pointed out that “we should promote innovative development of global governance idea,” and “we should carry forward the global governance idea of achieving shared growth through discussion and collaboration.” After that, he repeated and deeply explicated the importance and practical value of the idea on many occasions. The first inclusion of the idea of “achieving shared growth through discussion and collaboration” in the UN resolution indicates that the international community has reached a high degree of consensus on the idea. Think Tanks in China have a duty to further explain, propagate, actively advocate and deeply promote the idea.  

The principle and idea of “achieving shared growth through discussion and collaboration” has clearly outlines its characteristics, value goals and ways of realization in the era with China’s development practices and development trends of economic globalization in the world as the basis, responding to anticipations of all countries upholding economic globalization, social forces and the masses.  

Firstly, the principle and idea reflect distinct spirit of the times. “Achieving shared growth through discussion and collaboration” is a solution put forward by China in the context of unprecedentedly severe challenges for economic globalization based on the judgment of era development and international economic landscape. At the press conference of the BRICS Xiamen Summit this year, Comrade Xi Jinping stressed that we should promote open, inclusive and balanced economic globalization that is beneficial to all and speed up global economic governance reform. Adopt democratic and law-based rules to guide global governance to overcome a series of shortcomings in current unbalanced economic globalization; advocate various economies, especially large developing countries, to actively participate in the innovation in global governance rules, mechanisms and systems, so as to make global economic governance system fairer, more reasonable and effective; uphold the handling of challenges through negotiation, pursue dialogue instead of confrontation and resolve differences by cooperation to promote world development, security and peace jointly.  

Secondly, the CPC Central Committee with Comrade Xi Jinping as the core has put forward the initiative of building a community with a shared future for mankind and made clear the value orientation and goal system of China in promoting economic globalization and advocating new outlook on global economic governance while leading sustainable and healthy development of China’s economy and constant improvement of people’s well-being. The thinking about the future and destiny of mankind is an eternal topic of Marxism. When the human society is faced with various contradictions and problems such as poverty, diseases, wars, natural disasters, terrorism, climate change, environmental pollution and widening gap between the rich and the poor, China which is on the road of turning itself into a great power must connect its dream with the destiny of all people in the world closely. Only in this way, can it make the proposition of building a community with a shared future for mankind be the common goal of promoting global prosperity and development. Starting from the big logic of history, Comrade Xi Jinping put forward the idea which highly reflects both the major development of scientific socialism and the humanistic spirit of “caring about the whole world” in the Chinese civilization.  

Thirdly, working together to discuss cooperation plans, build cooperation platforms and share cooperation achievements is the right way to implement the new idea of global governance. Comrade Xi Jinping stressed in the report of the 19th National Congress of the CPC that “China's international status as the world's largest developing country has not changed.” Regarding major topics such as war and peace, prosperity and development, we still have a lot to learn about trade, investment, finance, science and technology, information, innovation, consumption, global supply chain and other fields of global governance. In this respect, we should make good use of various channels and platforms, discuss global development plans with other countries, especially, solve current problems including sluggish recovery of world economy and lack of driving forces, and formulate economic control policies with the aim of realizing a win-win situation. For joint building of cooperation platforms, China should always take its responsibilities as a great nation, actively discuss rules and standards that are beneficial to improving existing management system on important global governance platforms such as the United Nations, WTO and International Monetary Fund during the cooperation with G20 group, APEC countries, BRICS countries, Shanghai Cooperation Organization and ASEAN countries, so as to establish fair, reasonable future-oriented international economic new order. Meanwhile, China should focus on connectivity, establish investment and financing platform together with international community and offer assistance to countries in poverty and with backward infrastructure. As to the sharing of development achievements, China support relevant countries to hitch a ride by seizing the opportunity of China's economic transition and upgrading; on the other hand, the cooperation content of global and regional economy will be constantly enriched by building the “Belt and Road” and establishing Asian Infrastructure Investment Bank, New Development Bank, Silk Road Fund, etc. What needs to be emphasized is that a new round of scientific and technological revolution is on the way. How should we take this opportunity to share scientific and technological innovation achievements of countries, share various types and modes of innovation and international capacity cooperation, and benefit more countries and people in the world? This should be an important choice for countries, especially developed countries, in the world.  

In the report of the 19th National Congress of the CPC, Comrade Xi Jinping included “promoting the building of a community with a shared future for mankind” as one point of “the basic policy that underpins our endeavors to uphold and develop socialism with Chinese characteristics in the new era.” It should be seen that China still has to improve its capability of participating in global governance and urgently needs governmental departments and think tanks to understand the spirit of the report, get the broad masses of the people united, better spread China's voice, contribute Chinese wisdom and offer Chinese solutions.
