  The Parallel Session on “Policy Connectivity” for “Belt and Road” Forum for International Cooperation was held in the afternoon of May 14. More than 360 representatives from China and various other countries and international organizations, including about 200 ministerial-level officials attended the session, shared their opinions and discussed on mechanisms and action plans for further promoting the “Belt and Road” policy connectivity.

  Continuous deepening of policy connectivity over 4 years

  “Under the “Belt and Road” initiative, we have built 152 bridges, more than 2000 kilometers of railways and promoted construction of 10 overseas industry parks. The “Belt and Road” initiative has activated huge demands in countries along the Belt and Road. In more than 3 years, we have carried out projects worth over 40 billion US dollars in countries along the Belt and Road.” Liu Qitao, the Chairman of China Communications Construction Co., Ltd. presented a nice performance at the parallel session which is based on strong support of policy connectivity.

  The pursuit of the “Belt and Road” initiative is not meant to reinvent the wheel. Rather, it aims to complement the development strategies of countries involved by leveraging their comparative strengths.

  Since the “Belt and Road” initiative was put forward, countries along the “Belt and Road” have continued to deepen the connectivity of their policies, actively aligned their development strategies to the “Belt and Road” initiative and sought the greatest common divisor in cooperation.

  We have enhanced coordination with the policy initiatives of relevant countries, such as the Eurasian Economic Union of Russia, the Master Plan on ASEAN Connectivity, the “Bright Road” initiative of Kazakhstan, the “Middle Corridor” initiative of Turkey, the “Development Road” initiative of Mongolia, the “Two Corridors, One Economic Circle” initiative of Viet Nam, the “Northern Powerhouse” initiative of the UK and the “Amber Road” initiative of Poland. We are also promoting complementarity between China's development plan and those of Laos, Cambodia, Myanmar, Hungary and other countries.

  As said by President Xi Jinping in his keynote speech at the opening ceremony of “Belt and Road” Forum for International Cooperation, “such policy connectivity will produce a multiplying effect on cooperation among the parties involved”.”

  4 important aspects of synergy

  “The pursuit of the “Belt and Road” initiative has not only brought us energy resources, but also connected our dream to the world through the construction of China–Pakistan Economic Corridor.” said by Ahsan Iqbal, the Minister of the Ministry of Planning and Development, at the parallel session.

  “Take policy connectivity as the base and guarantee, and further promote infrastructure, trade, financial and people-to-people connectivity.” He Lifeng, the Director of National Development and Reform Commission, pointed out in his keynote speech at the parallel session that in order to enhance policy connectivity between countries, we need strengthen the synergy in 4 aspects as below:

  - The synergy between development strategies. The synergy between development strategies is the policy connectivity and coordination of the highest level between countries. We should determine the direction to work together and achieve common development.

  - The synergy between development plans. It means the refinement and quantification of development strategies. Clarify the vision determined for development strategies and turn it into specific timetable and roadmap. Meanwhile, develop comparative advantages of various countries, and realize the development goal step by step with lower cost and higher efficiency.

  - The synergy between mechanism and platform. Not only connect related institutions of countries effectively, establish smooth exchange, communication and consultation channels and mechanisms, but also synergize relevant resources more effectively, and solve problems and difficulties during the implementation of plans and projects in time.

  - Specific project matchmaking. Since project matchmaking is the one at the most microscopic level, we should persist in market operation, follow market rules, and take enterprises as the subject; meanwhile, other countries should play important roles of their governments, create good environment for enterprises to cooperate in projects, and provide necessary assistance.

  Improving the well-being of people all over the word

  Ricardo Melendez-Ortiz, the President of International Centre for Trade and Sustainable Development, pointed out that there are challenges in the coordination of global policies in view of the huge scale of the “Belt and Road” initiative. However, as long as pragmatic methods are found and the coordination among governments and connectivity of strategic policies are strengthened, great results can be obtained in promoting the pursuit of the “Belt and Road” initiative.

  António Guterres, the Secretary General of the United Nations, said it is an important task for the United Nations to cooperate with China in the “Belt and Road” initiative in future. He hopes the vast member of developing countries can align their respective development strategies to the “Belt and Road” initiative, participate in it and carry out in-depth cooperation, so as to benefit from this initiative.

  In the eyes of Jack Ma, the Chairman of the Board of Directors of Alibaba Group, the “Belt and Road” initiative makes the world more innovative, more dynamic, more equal and more beneficial to all people. Therefore, attention should been paid to making full use of technologies and upholding globalization in the future. Besides, greater focus should be put on developing countries, small- and medium-sized enterprises and young people.

  At the session, wonderful speeches of guests coming from afar are full of the spirit of pragmatic cooperation. Sahar Nasr, the Minister of the Ministry of Investment and International Cooperation of Egypt, Tabaré Aguerre, the Minister of the Ministry of Agriculture, Animal Husbandry and Fishery of Uruguay, Christopher Bernasconi, the Secretary General of Hague Conference on Private International Law and many other guests expressed their intention to greatly support the “Belt and Road” initiative, share achievements of economic growth and make greater contributions to improving the well-being of people all over the word.
