In the construction of “an Internet power”, General Secretary Xi Jinping stated that leading cadres at all levels should study, understand and use network, and keep on increasing the ability to master the regularity of Internet, to guide the network public opinions, to steer the development of informatization and to safeguard cyber security. In the field of cultural industry, we should advance the informatization of the cultural industry of China, use informatization to incubate new business forms and guide the transition and upgrading of traditional forms, and build the new ecology for the development of cultural industry based on Internet.
The industry encounters rapid overall development yet problems in transition still exist
Pushed by the Internet technological revolution, the informatization progress has been fast in the cultural industry of China, however, compared with the that in the manufacturing industry, agriculture and service industry, there is general insufficiency of the informatization facilities, management and application in the informatization of cultural industry.
The change of informatization facilities from “hard” to “soft” is not sufficient. Restricted by the lack of independent core technology in informatization and factors of late start of cultural industry and lagging cultural ecology ideas, the progress of cultural industry informatization has failed to keep pace with the refreshing of information technology, the construction of modern information facilities has lagged behind, and the change of high-end equipment from “hard” to “soft” is not sufficient, as demonstrated by insufficient “intelligentized” facilities, heavy dependence on foreign countries for some core components of smart terminal devices such as mobile phones, and high market share of foreign smart devices. Therefore, in the development of cultural industry, there are not only safety hidden perils, but also facilities and devices controlled by others. The development of informatization industry such as big data is not sufficient, the construction of big data centers is relatively lagged behind, and the total amount of data is not sufficient, difficult to provide effective support for the cultural industry informatization.
The change of informatization management from “separated” to “unified” is not sufficient. Due to long-term separation among governmental departments, and mutually independent application systems among cultural enterprises, standardization, formalization and compatibility among systems are lacking, making it difficult to share and exchange cultural information among different systems, not conducive to the sharing and communication of cultural information. Furthermore, due to multi-channel acquisition and repeated construction of information resources, the cost-to-use of data is high and the efficiency is low, with serious “information island” phenomenon, even the same data have several sources in different systems, resulting in inconsistency of data, challenging the data trueness in informatization management.
The change of informatization application from “+ Internet” to “Internet +” is not sufficient. The informatization of traditional cultural industry is normally based on cultural resources, to bring about the development of products and industries via digitalized and networked platforms, in the “+ Internet” mode. However, in the “Internet +” era, in the development and fostering of cultural products, the Internet thinking should be introduced first, and information such as big data be used to guide the development of the cultural industry. However, at present, the cultural industry operation and management system based on informatization is not quite complete, and the initiative to make change and the continual innovation ability of the network communication technology are still lacking in the informatized thinking. Furthermore, the operators emphasize system construction while neglecting data sharing, and emphasize operation and maintenance while neglecting operation collaboration.
Consolidation in multiple dimensions, to push it ahead in full cycle
During the 13th Five-Year Plan period, the construction of an Internet power will be further advanced, and the “Internet +” action plan will provide sustaining motive force for the cultural industry informatization. To fit with the national macroscopic strategy and raise the informatization level in cultural industry in all aspects, we must consolidate the development road of informatization in various dimensions of infrastructure, digitalization and networkization.
We should build the infrastructure system for cultural industry informatization that adapts to the new ecology of Internet. We should energetically push ahead the construction of infrastructure with “cloud – network – terminals” as the main points, and endeavor to build the infrastructure system for cultural industry informatization that adapts to the new ecology of the Internet. We should, in the orientation of increasing the cloud computation capability, push ahead the construction of broadband network, hardware facilities and memory resources, make big efforts to improve the stability of Internet broadband and the timeliness of data transmission, and build safe and energy-saving big data centers with interconnection of data and a big storage capacity. We should focus on the application of mobile Internet, energetically strengthen the construction of 4G network and wireless network, and provide facility support for cultural products and the transmission of service information.
We should push ahead the digitalization of cultural industry for the whole life cycle. We should energetically push forward the digitalized development with the full life cycle digitalized management of the design, production, marketing, consumption and later-period maintenance of cultural products and services, and by relying upon the digital acquisition and storage, reproduction and representation, exhibition and spreading, and virtual and realistic technologies. We should formalize the statistic standard for cultural industry data in all places across the country, convert the cultural products and service information into standardized digital codes, and use the modern information management system to manage the data. We should energetically raise the storage capacity of cultural data, and build a cultural industry database integrated with basic data, operation data and management data. We should push ahead the tapping and development of cultural data in all aspects, actively guide the intermediate service enterprises and professional research teams to make analysis and sort-out of big data of cultural industry, to form digital resources that can be used for reference by enterprises, consumers and governmental administration departments.
We should make overall planning for the whole industrial chain, to speed up the networkizing of the cultural industry. The Internet technology should be used to guide the conversion of digital cultural resources into interconnected data resources, encourage the cultural enterprises and cultural service providers such as museums and libraries to provide products and services by using the Internet, encourage the building of cultural product information release and production and marketing cooperation platforms via online retailers, social media, WeChat, We media and other network channels, and encourage consumers to obtain, share and buy cultural information and services using smart terminal devices. We should promote the integration of digitalization and networkization, to develop a batch of cross-discipline cultural industries based on Internet.
Attach importance to policy-based assistance and enhance platform support
To comply with the development trend of the Internet technological revolution and tap the development dividend brought about by the Internet, we should grasp the three main lines, build up three main platforms, and replenish three categories of talents, to fully upgrade the informatization capacity and standard.
Grasp the three main lines and enhance the policy assurance. We should, centering on the three main lines of cultural industry, infrastructure and market environment, actively improve the relevant policy systems, and push ahead cultural industry informatization at the institutional level. We should improve the policies to support cultural industry informatization, and work out and issue more quickly the development plan and action program for cultural industry informatization. We should improve the associated policies for the construction of informatization infrastructure, work out and issue more quickly the associated policies for such as big data center construction, and adjust the management system including informatization standard in the orientation conducive to the cross-region, cross-industry and cross-media development of cultural enterprises. We should improve the law enforcement and supervision policies under informatization conditions, enhance the protection of intellectual property rights, and make more efforts in law enforcement power on cultural market and in governance of Internet environment.
Build three platforms to strengthen the support force. We should upgrade the platform support capacity by aiming at the development demand of cultural industry informatization and centering closely on the themes of innovation, “popular entrepreneurship and mass innovation” and shared development. Build the platform for innovative development. We should actively encourage the cultural industry concentrated areas, cultural enterprises, institutions of higher learning and scientific research institutions to set up R&D centers and key laboratories for cultural industry informatization, to guide the connection of innovation results with cultural industry and of innovation projects with real productive force. Build the “popular entrepreneurship and mass innovation” support platform, give play to the radiating, incubating and guiding roles of park bases and Internet backbone enterprises, and foster a batch of cultural industry enterprises in specialized space for popular entrepreneurship. We should build a platform for shared development, make use of the Internet, IOT and communication networks to promote the interconnection of cultural resources, establish the unified information sharing directories, data sharing standard and data exchange system, actively popularize and apply the R&D creativity and knowledge content crowdsourcing, to form a development pattern of joint construction and sharing.
We should replenish three types of talents to stimulate the vigor of informatization. The team of talents should be expanded by tapping the potential of human resources and widening the talent fostering channels. We should steadily increase the number of industrial talents, encourage the higher schools to push forward cultural teaching reform, innovate the fostering pattern of cultural talents, and guide enterprises to advance with joint trining through strategic cooperation, to foster a large number of realistic-type industrial workers. We should make full efforts to enhance the high-end creative talents, increase financial input, perfect the mechanism to introduce high-end talents, improve the system to introduce the whole teams of high-end creative talents, and optimize the environment to introduce high-end creative talents. We should strengthen the fostering of information management talents, and the information capability in computer knowledge and information retrieval knowledge of cultural industry talents, to upgrade the informatization awareness, concept, consciousness, morality and intelligence.
