Build up the “Chinese Initiative” for International Internet Governance System

In the world today, the development of Internet technology has not only realized global interconnection, but also produced profound impact to the readjustment of interest pattern in the international relations. Building up an international Internet governance system in line with the historical trend, safeguarding international fairness and justice, reflecting the interests of most countries and enhancing the benefit of human society, has become a general desire of the international society. The video speech by President Xi Jinping at the 3rd World Internet Conference has expressed a profound view of the grand trend of the development in the Internet era and reflected the common desire of the international society, especially the developing countries, contributing the wisdom of China to promoting global Internet governance. In the meantime, President Xi made a number of initiatives of China, hoping that all countries in the world deepen international cooperation, respect cyber sovereignty, safeguard cyber security and jointly build a cyberspace of peace, security, openness and cooperation in the principles of mutual respect and mutual trust, to build up an international Internet governance system of multilateralism, democracy and transparency. This proposition reflects the basic standpoint of China on the international Internet governance pattern, receives extensive approval and appreciation by the international society, and embodies the responsibilities and accountabilities of China as a major cyber country.  

The Internet is an area with the highest vigor of development in our times. Stating at the second Internet Conference, President Xi said that the essence of network is interconnection and the value of information lies in mutual communication. The information resources can become abundant and circulate only by strengthening the construction of information infrastructure, building the road for smooth transmission of information, and constantly narrowing the information gaps among countries, regions and people. China is implementing the “Broadband China” strategy, and it is expected that by 2020, the broadband networks of China will basically cover all administrative villages, and the network infrastructure will be connected to all points needed, so that more people will have access to the Internet.  

The interconnection of the Internet requires the international Internet governance shared and governed by all. China advocates the establishment of a multilateral, democratic and transparent international Internet governance system, calls on all countries in the world to strengthen cooperation, to promote the construction of international Internet governance system to become an agenda for global discussion, so that it develops towards an orientation more fair and rational. It is now the right time to build up the international Internet governance system, therefore common view should be achieved and breakthroughs be realized in the principles and concepts, institutional mechanism and governance pattern for the international Internet governance.  

Shared governance by all should be the principleand concept. As the Internet has been involved in the production and life of mankind in all aspects, its public attribute has become daily prominent. The development of the Internet is highly associated to the interests of all countries involved and their people. Therefore, international Internet governance must go from single-side control to shared governance by all. The cyber sovereignty of all countries should be respected, and it is not allowed to encroach on the information sovereignty of other countries. This is the foundation to realize international Internet governance. Furthermore, international Internet governance should embody as far as possible the concerns and requests of all parties, encourage all countries in the world to jointly participate in rule-making and strengthen the voices and influencing power of developing countries. The development results of the Internet should be shared by the whole mankind as far as possible, to achieve the win-win cooperation of all countries in the world.  

The institutional mechanism of dialogue and consultation should be established. In the international Internet governance, there are common interests as well as many differences and conflicts. To solve these differences and conflicts, the coordination mechanism of dialogue must be established, to allow open and frank exchange of views and realize mutual understanding, and seek solutions jointly. The Internet is developing at different levels in the countries of the world, and they participate in the international Internet governance to different extents, but countries have an equal position in cyber sovereignty, and also have the equal rights to safeguard their national cyber interests. International Internet governance is not a “zero-sum game”, and there is much space of interest in need of dialogues and consultation. Dialogues and consultation embodies equality. On the basis of this equality, we should also respect each other’s core interests and major concerns with an inclusive attitude of seeking common understanding while allowing differences to exist, to properly solve contradictions and differences in cyber space and work hard to realize harmony and orderly progress in international Internet governance.

A governance pattern with multilateral participation should be built. The Internet is an open space participated by many parties. To build an international Internet governance system, a pattern with multilateral participation by governments, enterprises, technical groups, international organizations and individual citizens should be formed. Otherwise, the Internet will gradually lose its vigor. The government should play a leading role, and set forth public policies to promote Internet development and safeguard the rights and interests of the people; Internet enterprises should act as a main player and undertake social responsibilities; the Internet social organizations should act as a ribbon to promote the development, participate in public service and pay attention to self-discipline of the industry, to promote its development; technical groups should play a support role, strengthen technological research and development and innovation and guarantee the service and operation; international organizations should have full representativeness, to promote rational allocation of basic cyber resources in all countries; and netizens should take an active part in cyber governance, expressing their demands and desires freely while observing laws and orders. Furthermore, international Internet governance should be operated on a multilateral basis, the rules to be set and the management pattern to be adopted should be discussed and jointly decided by together all countries in the world, and it is never allowed to turn the cyber space into a new area for some countries to pursue and consolidate their hegemony.
