Rural Poor Population in China Reduced by 12.89 Million Last Year

Abstract:

As announced by the National Bureau of Statistics recently, in 2017, the number of poor people in the rural areas of China was reduced by 12.89 million from that of the previous year, the poverty headcount ratio dropped by 1.4 percentage points, the income of rural residents in poor areas saw accelerated growth, and the gap from the average level of rural areas in the whole country was further narrowed.  

Since the 18th National Congress of the CPC, under the firm leadership of the Party Central Committee with Comrade Xi Jinping at its core, all areas and departments deeply carried out the basic strategies of targeted poverty alleviation, achieving substantial results in this hard work. According to the sampled investigation of 160,000 resident families in 31 provinces (autonomous regions and municipalities) of the country and with reference to the current poverty line in rural areas of the state, at the end of 2017, the poor population in the rural areas of the whole country was 30.46 million, 12.89 million less than that at the end of 2016; the poverty headcount ratio was 3.1%, 1.4 percentage points lower than that at the end of previous year.  

In the three main regions, the poor population in rural areas in all eastern, central and western regions was reduced in 2017. The rural poor population in the eastern region was 3 million, 1.9 million less than that of the previous year; the rural poor population in the central region was 11.12 million, 4.82 million less than that of the previous year; and the rural poor population in the eastern region was 16.34 million, 6.17 million less than that of the previous year. Concurrent with the obvious reduction of rural poor population, the growth of income of rural residents in poverty-stricken areas was accelerated.  

In the recent 5 years, the rural poor population was reduced by a total of 68.53 million in the whole country. During 2013~2017, the annual average nominal growth rate of the per capita disposable income of rural residents in poverty-stricken areas was 12.4%, and the actual annual average growth rate was 10.4% after taken into account the price factor. The actual growth rate was 2.5 percentage points higher than the average level in rural areas of the whole country. In 2017, the per capita disposable income of rural residents in poverty-stricken areas was 69.8% of the average level in rural areas of the whole country, an increase by 7.7 percentage points from the 2012 level, and further narrowing the gap from the average level in rural areas of the whole country.
